August 18, 2009, 8:56 pm

Republican Susan Fagan emerged as the clear leader in the preliminary Washington’s 9th District Legislative primary race Tuesday.

Fagan, of Pullman, leads as the favorite of 28.8 percent of voters in Adams, Asotin, Franklin, Garfield, Spokane and Whitman counties. In Whitman County, Fagan lead with 36.3 percent of the votes.

Pat Hailey, a Republican from Mesa, and Glen Stockwell, a Ritzville Democrat, were neck and neck with 25.6 and 25.2 percent of the regional votes, respectively.

In Whitman County, Stockwell was in second place with 21.9, while Art Swannack, a Lamont Republican, trailed in third with 16.3 percent of the votes.

The top-two leaders in the election — which will be formally certified Sept. 2 — will continue on to the November general election.
