    Keep up with leaking pipes, increase the water rate tiers (and think of water in terms of what it is worth, not the costs of delivery of a free resource), waterless urinals, increased education, move to graywater use in developments, have developers pay to retrofit fixtures in existing housing in the city to balance their water use, develop a water analysis to use for all new development, more rebates or other incentives to install low-water-use fixtures (like Pullman's low-flow toilet rebate). There are many things that can be done.
